Rules and Regulations:
Pre-Qualifications:
Players may only use North American versions of Pokémon™ Platinum Version.
Players compete in one of two age divisions based on their date of birth.
Junior Division: Born in 1997 or later
Senior Division: Born in 1996 or earlier


Registering for the event:
There is no pre-registration for the Pokémon Video Game Regional Championships.
Exactly 128* players per event, per age division, will be randomly selected on-site the day of the event. Senior registration will take place 8:30 A.M. – 9:30 A.M. and Junior registration will take place 11:30 A.M. – 12:30 P.M.
During registration, each player will be required to fill out a Team Information Sheet. All potential players should arrive on-site with a complete Team Information Sheet.
Each player must enter 4–6 Pokémon on his or her Team Information Sheet.
Each player must enter 4–6 held items on his or her Team Information Sheet.
Players may only use Pokémon and held items listed on their Team Information Sheet during the tournament.
The Pokémon and held items listed on a player’s Team Information Sheet may not be changed once the player has registered for the event.
Players may change which held item a Pokémon is using between matches so long as both the Pokémon and the held item are listed on the player’s Team Information Sheet.
*One competitor spot will be reserved for a VIP attendee at the San Francisco event. Up to 127 participants will be selected for the Senior Division at this event.


Battle Rules:
Each match is played using the Pokémon Link Club Colosseum, found on the top floor of the Pokémon Center in Pokémon™ Platinum Version. The tournament will use the Double Cup rules set, with some additional restrictions.
Each match will use the 2-on-2 format.
Each Pokémon on a player’s team must be Level 50 or lower. The Pokémon Link Club Colosseum does not have an auto-level feature, so Pokémon that are Level 51 or higher cannot be adjusted down to Level 50, and are ineligible for this competition.
A player’s team may not contain two of the same Pokémon.
Each Pokémon on a player’s team may use held items, though no 2 Pokémon on a team may hold the same item. Allowed items include held items from Pokémon™ Platinum Version, and earlier video games, including Berries 1–61. The Soul Dew item may not be used.
Players may not enter two Pokémon with the same nickname.
Players may not enter a Pokémon nicknamed with the name of another Pokémon character (for example, a Lucario nicknamed “Spiritomb”).
Players found to have inappropriate/offensive Trainer names or Pokémon nicknames, as determined by the event staff, will be disqualified from the event.


Pokémon Restrictions:
Players may use Pokémon found in the Pokémon™ Platinum Version National Pokédex, between 001 and 492, including those Pokémon imported from earlier video games, with the exception of those Pokémon listed below.
The following Pokémon are ineligible for use in the tournament:
150 – Mewtwo 386 – Deoxys
151 – Mew 479 – Rotom
248 – Tyranitar 483 – Dialga
249 – Lugia 484 – Palkia
250 – Ho-Oh 487 – Giratina
251 – Celebi 489 – Phione
382 – Kyogre 490 – Manaphy
383 – Groudon 491 – Darkrai
384 – Rayquaza 492 – Shaymin
385 – Jirachi


Move Restrictions:
Pokémon may only use moves (including those learned in an earlier video game) which have been learned through one of the following methods:
By leveling up
By TM or HM
As an Egg move, through breeding
From a Move Tutor
Already learned by a Pokémon, which was received at an official Pokémon event or promotion
Already learned by a Pokémon, which was received from another Pokémon game (such as the Pikachu that knows Surf, from Pokémon Battle Revolution)
By Smeargle’s “Sketch” move (limited to the above moves learned by Pokémon between 001 and 492)


Tournament Operation:
The Qualifier Tournament is a Single Elimination event. Each match will consist of a single game, and will result in the winner advancing to the next round and the loser being removed from the tournament.
A player wins by knocking out his or her opponent’s final Pokémon.
If an attack knocks out both players’ last Pokémon, the player that used the attack loses the match and is eliminated from the event. This includes attacks such as Explosion, Selfdestruct, and Destiny Bond.


Preliminary Rounds:
Players in each age division will be randomly paired throughout the preliminary rounds. Players will be required to win 3 matches to advance to the elimination rounds.
Each match during the preliminary rounds is untimed, though players are expected to maintain a lively pace during game play. Matches will be played using special Nintendo DS Lite systems, located at the event.
Players who are found to be intentionally delaying the pace of their match will be disqualified from the event.
Players who are tardy to their match for any reason will be disqualified from the event.


Elimination Rounds:
The top 16 players in each age division will be randomly paired throughout the elimination rounds. Winning players advance to the next round; losing players are eliminated from the event.
Each match during the elimination rounds is untimed, though players are expected to maintain a lively pace during game play. Matches will be played using special Nintendo DS Lite systems, located at the event.
Players who are found to be intentionally delaying the pace of their match will be disqualified from the event.
Players who are tardy to their match for any reason will be disqualified from the event.


Other Information:
The use of external devices to alter the Pokémon in a player’s party is expressly forbidden. Random checks will be performed throughout the tournament to determine whether or not an external device has been used to modify a player’s party. Players found to have Pokémon that have been tampered with will be disqualified from the event, regardless of whether the player tampered with his or her game or received a Pokémon or item that was tampered with by someone other than the player. It is the player’s responsibility to have legal Pokémon. Event officials have the final determination regarding the legality of a Pokémon.
A player should notify the staff immediately if he or she believes that there is a problem with an opponent’s Pokémon. At the end of the round, all match results become final. Issues that go unreported until after the round has completed will not change the result of that match, regardless of whether there is a problem with an opponent’s Pokémon.
Players and spectators are expected to demonstrate proper sportsmanship over the course of the event. A player may be disqualified from the event based on actions taken by friends or relatives who disrupt the operation of the tournament.

1. Eligibility:
The 2009 POKÉMON® Video Game World Championships (“Tournament”) is open to players who own or possess a NINTENDO® DS™ system, and an English-language version of POKÉMON® Platinum (for U.S. Events) or a European version of POKÉMON® Diamond or POKÉMON® Pearl (for European Events)Version video game on or before 8/1/09. Only the NINTENDO DS or successor system is compatible with the format of the Tournament. Employees of Pokémon® USA, Inc., Nintendo of America Inc., mktg, and their respective parent, subsidiary, or affiliated companies, promotional and fulfillment agencies (collectively “Tournament Entities”), as well as their immediate family (spouse, parents, siblings, and children), and household members of each such employee (whether related or not), are not eligible to enter or win. The Tournament is subject to all applicable federal, state, provincial, and local laws and regulations and is void in Puerto Rico, U.S. possessions and territories, and where prohibited by law.

3. Agreement to Official Rules:
By entering the Tournament, entrant fully and unconditionally agrees to and accepts these Official Rules. Winning a prize is contingent upon fulfilling all requirements set forth herein and the Tournament Rules of Play, which are posted at www.pokemonvgc.com and incorporated here by reference.

4. Timing:
The Tournament begins May 9, 2009 and is scheduled to end at the 2009 Pokémon® Video Game World Championships on August 14, 2009 (the “Promotion Period”).

5. Schedule of Events:(See Post 1)

6. How to Participate:
The Tournament consists of (1) a National Championship Qualifying Tournament held in the U.S.; (2) The US National Championships; (3) World Championship Qualifier Tournaments held in Europe, and; (4) the 2008 Pokémon® Video Game World Championships.
A. U.S. Regional Championships: Players are invited to participate in Regional Championship events held in locations listed in section 5 above. There will be two age divisions: a Juniors Category for players born on or after January 1, 1997 and a Seniors Category for players born on December 31, 1996 or earlier. Participation at U.S. Regional Championship events is limited to 128 players per age division. If more than 128 participants in any age division register on site to participate in the event, participants will be selected via random drawing to meet the required 128 player limit, except that for the Seniors Category at the event in San Francisco 127 participants will be selected via random drawing and 1 spot will be reserved for a representative of GamePro, a gaming publication. Tournament Participants should prepare their POKÉMON® Platinum Version video game cartridge with a strong team of POKÉMON® to use during the tournament. The Tournament Rules of Play are in effect. Consult them when creating your team. Qualifying Tournament Participants will battle in accordance with the Tournament Rules of Play until there is one winner in each of the Juniors Category and Seniors Category for each Qualifying Tournament Location (12 winners in all).
B. 2009 U.S. National Championships/European Worlds Qualifier Events: Players are invited to compete in the U.S. National Championships and European World Championship Qualifier Tournaments listed in section 5 above. World Championship Qualifier events will be limited to 128 participants per age division. If more than 128 participants in any age division register on site to participate in the event, participants will be selected via random drawing to meet the required 128 player limit. Tournament Participants should prepare their POKÉMON® Platinum (Pokémon® Diamond or Pokémon® Pearl for European Qualifiers) video game cartridge with a strong team of POKÉMON® to use during the tournament. The Tournament Rules of Play are in effect. Consult them when creating your team. Qualifying Tournament Participants will battle in accordance with the Tournament Rules of Play until there is one winner in each of the two age groups (Born in ’97 or later, or born in ’9 6 or earlier) for each Qualifying Tournament Location (12 winners in all).
C. 2009 POKÉMON® Video Game World Championships: The World Championships will include not only the 32 winners of the U.S. National Championships, but also up to 16 winners of a Pokémon® video game competition being held in Japan and up to 12 winners of a European Worlds Qualifier Tournament, who have won invitations to compete in the World Championships. Therefore, there will be up to 60 competitors in the World Championships. Participants in the first round of competition will be paired randomly. If a participant is paired with a competitor who is not checked in at the event by the posted deadline for check-in, then the participant present at the event will be considered the winner of that match and advance to the next level of play. Participants should prepare their POKÉMON® Platinum video game cartridge with a strong team of POKÉMON® creatures to use during the tournament. The Tournament Rules of Play are in effect. Consult them when creating your team. World Championships Participants will battle in accordance with the Tournament Rules of Play until there is one winner in each of the two age groups (Born in ’97 or later, or born in ’96 or earlier or Junior Division and Senior Division). Those winners, subject to verification and compliance with all of the terms set forth in these Official Rules, are POKÉMON® Video Game World Champions. The World Championships Participants who lose to the POKÉMON® Video Game World Champions in the final round are Second Place Winners, subject to verification and compliance with all of the terms set forth in these Official Rules. The two losing World Championships Participants in the semi-final round in each of the two age groups, subject to verification and compliance with all of the terms set forth in these Official Rules, are Third Place Winners. The four losing World Championships Participants in the quarterfinal round in each of the two age groups, subject to verification and compliance with all of the terms set forth in these Official Rules, are Fourth Place Winners.


7. Determination of Winners:
The odds of winning a prize will depend on the number of competitors who attend the World Championships Qualifying Tournaments and the number of competitors (including without limitation the number of participants from Japan and Europe) who compete in the World Championships, as well as the skill and knowledge of the competitors.

8. Notification:
Winners, subject to verification and compliance with these Official Rules, of the World Championships Qualifying Tournaments will be notified at the designated World Championships Qualifying Tournament venue.

9. Requirements of Potential Winners:
Except where prohibited, potential World Championships Participants will be required to execute an affidavit of eligibility and liability/publicity release (collectively “Affidavit/Release”) which must be signed, notarized, and returned no less than 24 hours prior to the Video Game World Championships or such World Championships Participant will be disqualified and an alternate World Championships Participant may be named. Except where prohibited, potential POKÉMON® Video Game World Championships Champions will be required to execute an Affidavit/Release, which must be signed, notarized, and returned within fourteen (14) days of the date of the notification or such potential World Championships winner will be disqualified and an alternate POKÉMON® Video Game World Champion may be named. If a potential winner is a minor, his or her parent or legal guardian will be required to sign the Affidavit/Release on the potential winner’s behalf. Travel Guest(s) of World Championships Participants and POKÉMON® Video Game World Championships Champions will be required to execute a travel guest release which must be signed and returned on or before the Video Game World Championships (in the case of guests of World Championships Participants) or before issuance of travel documents (in the case of POKÉMON® Video Game World Champions). It is the responsibility of the winner and his or her travel companion(s) to arrive at the designated U.S. gateway city in time for their flights, with proper travel documentation, including passports or visa, if necessary. Certain travel and security restrictions may apply to travel generally and to the winner and his or her companion(s) specifically. All trips will be arranged at Sponsor’s sole discretion. Travel to San Diego must be taken by the date specified by Sponsor, or prize will be forfeited without compensation. It is the responsibility of the winner and his or her companion(s) to comply with all travel, security and other laws, regulations, airline passenger, hotel and other rules that may apply to them.

10. Prizes:
A. Two (2) POKÉMON® Video Game World Championships Grand Prizes: A trip for four to Tokyo, Japan, New York, NY, USA or Oahu, Hawaii, USA. Trip includes round-trip coach air transportation for four (4) from the international airport closest to winner’s residence to their choice of one of the three listed cities. Trip includes 6-day/5-night double occupancy hotel occupancy accommodations for four (in two standard rooms), a Custom Nintendo DSi game system, and a POKÉMON® prize pack. Approximate retail value (“ARV”): $10,000
B. Two (2) POKÉMON® Video Game World Championships Second Place Prizes: A Custom Nintendo DSi game system and a POKÉMON® prize pack. ARV: $1,250.00.
C. Four (4) POKÉMON® Video Game World Championships Third Place Prizes: A Custom Nintendo DSi game system and a POKÉMON® prize pack. ARV: $750.00.
D. Eight (8) Pokémon® Video Game World Championships Fourth Place Prizes: A Custom Nintendo DSi game system and a POKÉMON® prize pack. ARV: $500.00.
E. Sixty (60) World Championships Participant Prizes: A trip for two to San Diego, California to compete in the POKÉMON® Video Game World Championships. Trip includes round-trip coach air transportation for two (2) from the major commercial airport nearest winner’s residence in the U.S. to San Diego, CA on a date specified by Sponsor to coincide with the Video Game World Championships. Winners residing within 200 miles of San Diego will receive ground transportation in lieu of air transportation, without compensation. Includes 4-day/3-night double occupancy hotel accommodations (standard rooms) and transportation to and from a San Diego area destination airport (unless ground transportation has been substituted as set forth above), a POKÉMON® prize pack ARV: $2,160.00.
F. Twenty Four (24) U.S. Regional Championship Finalist Prizes: The top two finishers in each age division at the Regional Championships will receive paid travel and accommodations for two (2) to St. Louis, Missouri to participate in the U.S. National Championships. Includes 4-day/ 3-night double occupancy hotel accommodations (standard rooms). Winners are responsible for transportation to and from destination airport. ARV: $1,500
G. Twenty Four (24) U.S. Regional Championship Semi-Finalist Prizes: Those players losing in the semi-final round are considered to be semi-finalists. These players are eligible to receive a $300 travel allowance should they choose to attend the U.S. National Championships. Eligible players in attendance will receive $300 in travelers checks on site at the event at a time to be specified on-site at the event. Eligible participants who do not attend the U.S. National Championships forfeit their eligibility to collect this prize.

11. TAX INFORMATION:
All federal, state, local, and other taxes on prizes are the sole responsibility of the applicable winner or, if the winner is a minor, his or her parent or legal guardian.

12. Publicity:
Except where prohibited, participation in the Tournament constitutes each entrant’s consent to Sponsor’s use of winner’s name, likeness, voice, entry submissions, opinions, biographical information and state of residence for promotional purposes in any media without further payment or consideration or right of approval.

13. General Conditions:
Sponsor reserves the right, at its sole discretion, to disqualify any individual it finds to be tampering with the entry process or the operation of this Tournament, the www.go-pokemon.com Web site, or any Web page or Web banner ad related to Tournament; to be acting in violation of the Official Rules, or to be acting in a non-sportsmanlike or disruptive manner, or with intent to annoy, abuse, threaten or harass any other person. If for any reason, the Tournament is not capable of running as planned, by reason of infection by computer virus, worms, bugs, tampering, hacking, unauthorized intervention, fraud, technical failures or any other causes which, in the sole opinion of the Sponsor, corrupt or affect the administration, security, fairness, integrity or proper conduct of this Tournament, Sponsor reserves the right, in its sole discretion, to cancel, terminate, modify or suspend the Tournament. Any attempt by any person to undermine the legitimate operation of the Tournament may be a violation of criminal and civil law and, should such an attempt be made, Sponsor reserves the right to seek damages from any such person to the fullest extent permitted by law. Sponsor’s failure to enforce any provision of these Official Rules shall not constitute a waiver of that provision. Tournament is subject to these Official Rules. If any provision of these Official Rules is determined by a court to be unenforceable, that provision shall be severed from the Official Rules and the remaining provisions shall be binding on Sponsor and entrants.

14. Release:
By participating in the Tournament, entrant or, if entrant is a minor, his or her parents or legal guardians, releases Tournament Entities from any liability whatsoever, and waives any and all causes of action, related to any claims, costs, injuries, losses, or damages of any kind arising out of or in connection with the Tournament or delivery, mis-delivery, acceptance, possession, use of, or inability to use any prize (including without limitation, claims, costs, injuries, losses, and damages related to personal injury, death, damage to, or destruction of, property, rights of publicity or privacy, defamation, or portrayal in a false light, whether intentional or unintentional), whether under a theory of contract, tort (including negligence), warranty or other theory.

15. Limitations of Liability:
The Tournament Entities are not responsible for any: (a) printing, typographical, mechanical, or other errors which may occur in connection with the Tournament or any related materials, including, but not limited to, these Official Rules; (b) errors which may occur in the administration of the Tournament or the processing of entries; (c) late, lost, illegible, altered, irregular, destroyed, damaged, incomplete, stolen, printed in error, postage-due, misdirected or delayed entries, e-mail, prize claims or Affidavit/Releases; (d) for any computer, telephone, cable, satellite, network, electronic or online/Internet hardware or software malfunctions, failures, connections, or availability, or garbled or jumbled transmissions, or service provider/Internet/Web site use, accessibility or availability, or traffic congestion, or unauthorized human intervention, other errors of any kind whether human, mechanical, electronic or network, or the incorrect or inaccurate capture of entry or other information or the failure to capture, or loss of, any such information; or (e) injury or damage to persons or property which may be caused, directly or indirectly, in whole or in part, from entrant’s participation in the Tournament or receipt, possession, use or misuse of any prize. PRIZES ARE PROVIDED "AS IS," WITHOUT WARRANTY OF ANY KIND, EITHER EXPRESS OR IMPLIED, INCLUDING BUT NOT LIMITED TO, THE IMPLIED WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE OR NON-INFRINGEMENT.

16. Disputes:
Except where prohibited, entrant agrees that: (a) any and all disputes, claims and causes of action arising out of, or connected with, the Tournament or any prize awarded shall be resolved individually, without resort to any form of class action, and exclusively by the appropriate court located in the State of New York; (b) any and all claims, judgments and awards shall be limited to actual out-of-pocket costs incurred, including costs associated with entering this Tournament, but in no event attorneys’ fees; and (c) entrant waives the right to claim any damages whatsoever, including, but not limited to, punitive, consequential, direct, or indirect damages. All issues and questions concerning the construction, validity, interpretation and enforceability of these Official Rules, entrant’s rights and obligations, or the rights and obligations of the Sponsor and Tournament Entities in connection with the Tournament, shall be governed by, and construed in accordance with, the laws of State of New York, without giving effect to any choice of law or conflict of law rules (whether of the State of New York or any other jurisdiction), which would cause the application of the laws of any jurisdiction other than State of New York.

17. Official Rules and Tournament Results:
Official Rules will be available at online at www.pokemonvgc.com. You may also obtain a copy of these Official Rules and a list of World Championships Participants and other prize winners (available after 8/15/09) by sending a self-addressed, stamped envelope (to be received no later than 9/15/09 to: “Pokémon® Video Game Winners,” 333 108 th Ave NE, Suite 1900, Bellevue, WA, 98004. Vermont residents may omit return postage for Official Rules request.
