Can an ATK Starmie be done!?

Well, I'm new so I don't know if this goes here but..

I was thinking of making an Atk Starmie just for fun, basically because every Starmie on earth has the same moveset.
That and once Misty used Double-Edge with her Staryu in the Anime, I fell in love with that move.

I was thinking of having

Recover
Double-Edge
Avalanche (to act as an Ice Beam?)
Protect/Confuse Ray/Toxic

Ok so basically, the last one I totally guessed, no clue really..

hmm...might be a decent add on to the Spec. Gyara, Spec. Weavile, and Physical Alakazam
here is what i would do
Starmie-Adament @Toxic Orb
Natural Cure
-Protect
-Facade
-Recover
-Waterfall
EV's-4 HP, 252 Attack, 252 Speed
Use-Protect for Toxic Orb to set in. Facade away. Waterfall v. Ghost. Recover when you are low on HP. Then repeat. Switch to reset the Posion.

Starmie-Adament @Leftovers
Natural Cure
-Protect
-Waterfall
-Return
-Avalance
EV's-4 HP, 242 Attack, 252 Speed
Use-Try to sweep, the best a Physical Starmie can, lol. Good luck.
