You can't change the base stats of any Pokemon. You can change the stats, sure, but not the base stats.
On second thought, I think you actually meant stats; in that case, nevermind.

I think they added a thing to prevent non-legit stats on wifi.

Just some calcs to defend Weedle.
1) E-Vire does have a higher base Speed than Smergle...but who said E-Vire has Max Speed an a +Speed Nature and 252 EVs in Speed?

2) Max Att. Weedle +6 Att. +Choice Band(only used one move so why wouldn't it be choiced? and no leftties/LO) v any Smogon E-Vire=144.2% - 169.9% or 160.1% - 189%.

3) Same Weedle v F-Gatr=95.6% - 112.6% to a standard DD F-Gatr(it used DD and lives with like 5% or less...so I'm safe to assume these are the sets)

4) DD Gatr with Lefties v +6 Def. on the Weedle(NO DEF. EVS) would do...20.7% - 24.8% + 50% due to Torrent would make it...31.1%-36.9%.

5) Weedle v Jynx(giving Jynx Max Def. and Max HP)=231.7% - 273.1%.

6) Weedle v Dug(giving Dug Max Def. and Max HP)=119.7% - 141.2%

7) Weedle v Kangaskhang(Standard CB Khang because the battler said it wasn't trained in Def.)=100.8% - 119.1%

8) Weedle v Weavile(giving Weavile Max Def. and Max HP)=165.7% - 195.3%
